SSC SAN DIEGO POLICY FOR ORGANIZATION PROCESS FOCUS

The purpose of Organization Process Focus is to establish SSC San Diego's organizational responsibility for software process activities that improve SSC San Diego's overall software process capability.

Organization Process Focus involves developing and maintaining an understanding of SSC San Diego's and projects' software processes and coordinating the activities to assess, develop, maintain, and improve these processes.

The SSC San Diego Commanding Officer and Executive Board shall:

1. Coordinate software process development and improvement activities across SSC San Diego as specified in the SSC San Diego Software Engineering Process Policy.

2. Sponsor SSC San Diego's activities for software process development and improvement.

3. Oversee SSC San Diego's activities for software process development and improvement.

4. Assign responsibility for SSC San Diego's software process activities to the Software Engineering Process Office (SEPO).

5. Provide adequate resources and funding for SSC San Diego's software process activities.

The SSC San Diego Software Engineering Process Office (SEPO) shall:

1. Identify the strengths and weaknesses of the software processes used relative to a process standard.

2. Plan SSC San Diego-level process development and improvement activities.

3. Require training for its members in the performance of these activities.

4. Orient members of SEPO and other software-related groups on SSC San Diego's software process activities and their roles in those activities.

5. Arrange for periodic assessment of the software process, and develop action plans to address the assessment findings.

6. Develop and maintain SSC San Diego's plan for the software process development and improvement activities.

7. Coordinate SSC San Diego's and projects' activities for developing and improving their software processes at the organization level.

8. Coordinate the use of SSC San Diego's software process database at the organizational level.

9. Monitor and evaluate new processes, methods, and tools in limited use in SSC San Diego and, where appropriate, transfer to other parts of the organization.

10. Coordinate training for SSC San Diego's and projects' software processes across the organization.

11. Inform the groups involved in implementing the software processes of SSC San Diego's and projects' activities for software process development and improvement.

12. Make and use measurements to determine the status of SSC San Diego's process development and improvement activities.

13. Review the activities for software process development and improvement with the Executive Board on a periodic basis.

The SSC San Diego Commanding Officer is responsible for implementing this policy.

The Software Engineering Process Office (SEPO) is responsible for maintaining this policy.
